The National Health Commission is responsible for the implementation of the National Key Research and Development Plan
In order to meet the new requirements and expectations of the Party and the State for health science and technology innovation work in the new era, standardize the management of key national research and development plans, jointly with relevant units to study and draft the Implementation Rules of the National Health Commission's Responsibility for Key National Research and Development Plans for Key special Management (hereinafter referred to as the Implementation Rules), and give full play to the advantages of industry departments' responsibility for national science and technology plans. Ensure that key projects "catch", "manage" and "produce results".
1. Setting the background
On March 31, 2024, the Ministry of Science and Technology and the Ministry of Finance jointly issued the Interim Measures for the Management of National Key Research and Development Programs (No. 28 (2024), hereinafter referred to as the Interim Measures), including the positioning, establishment, management, summary and acceptance of key projects, as well as project organization and implementation, diversified investment and funds, supervision and evaluation. On April 26, the Notice of the General Office of the Ministry of Science and Technology and the General Office of the Ministry of Finance on the 2024 annual work arrangement of the National Key Research and Development Plan required the special main responsible units to speed up the development of management implementation rules under the overall institutional framework of the national key research and development plan.
Since the reform of the Party and state institutions, the NHC has strengthened the top-level design of health science and technology innovation. On February 1, 2024, the NHC science and Technology Innovation Leading Group was established and issued the "Several Measures for Promoting the Innovation and Development of Health science and Technology" (hereinafter referred to as "Several measures"), proposing a total of 10 and 50 specific measures. Systematically promote health science and technology innovation. On November 20, the National Health Commission held a national Health Science and technology work conference, which stressed that the advantages of the new nationwide system should be given full play, and the realization of high-level health science and technology self-reliance should be accelerated to help achieve the goal of building a strong science and technology country and a healthy China as scheduled.
Second, the general thinking and principles
Based on the "Interim Measures", implement the "Several measures", consider the continuity of the management work of professional institutions, refer to the main responsibility of the committee's major special organization and implementation management methods, adhere to the problem orientation, goal orientation, results-oriented, strengthen the training of young talents, innovative project organization and implementation methods, strengthen the output of major landmark achievements and promotion and application, highlight the advantages of the main responsibility of industry departments, Provide institutional guarantee for the key special management of our committee.
Iii. Main contents
The Implementation Rules are divided into 9 chapters with a total of 59 articles, and according to the characteristics of key special projects in the field of health, from the establishment of key special projects, process management, summary and acceptance to supervision and inspection. Clear provisions are made on key special positioning, organization management and responsibilities, implementation plans and project guidelines, project initiation, project implementation, comprehensive performance evaluation and summary acceptance, diversified investment and fund management, supervision and evaluation. The first chapter of the general provisions, clear special positioning, organization and implementation principles, and unified management of information platform. The second chapter of the organization and management and responsibilities, the provisions of the main responsible units, professional institutions, expert groups, project units, subject units and participating units and other responsibilities. The third chapter of the implementation plan and project declaration guidelines, clear implementation plan preparation requirements and procedures, and stipulate the guidelines preparation and issuance requirements. The fourth chapter of the project establishment, the requirements of the application unit, the project leader, the evaluation experts, and so on, clear the project declaration, review, project approval and emergency project establishment process. The fifth chapter is project implementation, detailing the responsibilities of project undertaking units, subject undertaking and participating units, professional institutions, etc. in project process management, and specifying project adjustment, termination and other procedural requirements. Chapter VI Comprehensive performance evaluation and summary acceptance, clear the project comprehensive performance evaluation arrangement, conclusion delivery, and intellectual property rights, scientific and technological achievements and confidentiality requirements. Put forward key special annual report, adjustment, summary report, acceptance and other work requirements. Chapter VII Diversified investment and fund management, which stipulates the relevant requirements of diversified investment, fund management, budget preparation, budget adjustment and fund use of special funds. Chapter VIII supervision and evaluation, the main responsible units, professional institutions, project undertaking units, the public corresponding supervision and evaluation rights and responsibilities, as well as scientific research ethics and reward and punishment mechanisms. Chapter IX Supplementary provisions define the scope of application of the Rules.
4. Major changes
First, in terms of the organization and implementation principles, it should highlight the goal orientation, take major landmark achievements as traction, implement the whole process of target management, strengthen the "actual combat" of scientific and technological achievements, and accelerate the formation of real productivity and industrial competitiveness. The second is to highlight the demand orientation, and establish a major science and technology task formation mechanism based on the "list of major needs, the list of key scientific problems, and the list of scientific and technological tasks" as the basis for the preparation of key special project declaration guidelines. The third is to appropriately simplify the declaration process, and determine one or two rounds of declaration according to the characteristics of the project declaration guide or the selection method. Fourth, it is clear that a declaration does not flow, the number of declarations is less than 3-4 times the number of proposed projects may not organize the first round of review, and directly enter the defense review after passing the formal review, lower than or equal to the number of projects to be supported, improve the evaluation of project standards. The fifth is to establish the responsibility mechanism of review experts, through the prior integrity review, reminding supervision, post-test evaluation and other ways, strictly manage and use review experts, strictly prevent unfair behavior, and eliminate the "hello" phenomenon in review and process management. The sixth is to strengthen the supervision of science and technology ethics, project undertaking units and subject undertaking, participating units engaged in life science, medicine, artificial intelligence and other scientific and technological activities, the research content involves science and technology ethics sensitive areas, should set up science and technology ethics (review) committee, to fulfill the main responsibility of science and technology ethics management.
